N.C.G.S. § 115C-51 states that local boards of education shall provide at least one period for public comment per month at a regular meeting of the board. A sign-up sheet is available for public comment. A maximum of 30 minutes will be allotted for public comment at the beginning of the meeting and at the end of the meeting. Speakers will be asked to limit their comments to 5 minutes each, except in the event there are more than six speakers per session, in which case the chairman may limit the time allotted to 3-5 minutes per speaker. Speakers will be asked to refrain from discussing specific individuals by name in accordance with the North Carolina Open Meetings Law. No solicitations will be allowed during public comment. Sign-up is not required for the second public comment opportunity at the end of the meeting.

Letter from Senator Burr 
On April 21, the Board of Education adopted a resolution requesting that the federal reimbursement rate for Child Nutrition be raised to a level more in line with the actual per plate cost of school lunches for children. United States Senator Burr has acknowledged the Board’s concern and pledged to keep this issue in mind as Congress works on future budgets (see attached letter).
 
High School Graduation Rate
Attached is a letter from State Superintendent June Atkinson congratulating Rosman High School for achieving a graduation rate of 97.7% in 2014. 
 
October is National Principals Month
The National Association of Secondary School Principals (NASSP) and the National Association of Elementary School Principals have declared October 2014 as National Principals Month. The North Carolina Principals and Assistant Principals Association (NCPAPA) supports this effort and wishes to recognize all principals for the essential role that they play in leading schools in this state. “Principals are among the hardest working, yet often least recognized individuals in education. Principals set the academic tone for their schools, and it is their vision, dedication, and determination that provide the mobilizing force behind any school reform effort. We seek to honor these unsung heroes for their tireless efforts in pursuit of excellence in education.” (NASSP, 2014).

The Board of Education wishes to thank the former students from Brevard High School, Rosman High School, and Davidson River School who are currently serving or have previously served in the U.S. Military. Twice a year, the names on the attached list are read aloud during Board of Education meetings, and the list is recognized at every meeting. One new name, Chaz West, has been added to the list. Additional names will be included as they are received.

As part of the district’s reaccreditation process, the strategic plan for Transylvania County Schools is being updated.  Jeremy Gibbs has developed a draft vision statement and goals for the Board’s consideration and review (see attached). Mr. Gibbs will discuss the vision statement and goals and answer any questions you may have.  The Board may approve the draft vision statement and goals at this time or at the next regular meeting.

Brian Weaver will give a report on a new option for earning course credit, “Credit by Demonstrated Mastery.” Credit by Demonstrated Mastery (CDM) is a process by which LEAs may award a student credit in a particular course, based upon a body of evidence, without requiring the student to complete classroom instruction for a certain amount of seat time. Mr. Weaver will discuss the CDM program and answer any questions you may have. The following documents are attached for your review:

The North Carolina School Boards Association 44th Annual Conference for Board Member Development will be held on November 17-19, 2014 in Greensboro, NC. Each Board is asked to certify the members that will serve as voting delegates at the conference (see attached memorandum).
 
A motion is in order to appoint the members that will represent the Transylvania County Board of Education on all voting matters at the 2014 NCSBA Annual Conference.

At the September 15 meeting, the Board directed the Superintendent to meet with the County Manager to prepare a draft timeline if a bond were pursued in 2017 (the earliest one could be held). The proposed timeline is listed below. This time frame would allow for an application to be submitted the first week of January or February for approval by the Local Government Commission. Dr. McDaris will answer any questions you may have.
